It categorizes 4,363 goals into 11 main approaches, such as access, retention, and educational quality, among others. It highlights that 48% of the goals focus on ensuring access and retention of students, while only 11% are directly related to educational quality. Although the decentralization of the education system could close information gaps between local governments and citizens&#8217; needs, it is observed that the distribution of territorial efforts does not always align with the educational conditions of the ETCs in the country.
