This document aims to analyze the management of the Certified Secretariats of Education in the context of Norte de Santander and its Certified Territorial Entities (ETC), i.e., Cúcuta and the Secretariat of the department. Through a quantitative approach to preschool, primary and secondary education, the analysis is divided into three sections: first, a profile of Norte de Santander and its ETCs is offered, highlighting aspects such as enrollment, resource allocation and the number of teachers; secondly, process and outcome indicators are examined to assess access, efficiency and quality of the education system in the region; and third, reflections are presented on issues such as coverage, poverty, dropout and learning, considering students’ access to computers and the Internet.
