This document examines the perceptions of territorial entities amid the COVID-19 pandemic. In January and February of 2021, a survey was conducted with certified territorial entities to investigate issues such as blended learning, educational management challenges, prioritized plans and actions for the current year, and territorial goals in the education sector. Educational management faces dynamic and evolving challenges depending on the phase of the health emergency, which challenges the experience and expertise of educational leaders. Last year, the challenge was home education, whereas now, the challenge is the progressive return to in-person schooling or blended learning, generating tensions and differing views. This report analyzes educational management issues from the perspective of school leaders, who have shared their opinions and emotions in implementing blended learning as a new way of educating.
