This paper addresses the importance of planning as a tool to promote social well-being and development in a society in constant transformation. The article analyzes the alignment of the Territorial Development Plans (PDT) of the 96 Territorial Entities Certified in Education for the 2020-2023 four-year period with the National Government’s National Development Plan 2018-2022. The level of alignment of each territorial entity with the national government’s goals for education is detailed, offering a global vision of the relationship between planning at the national and territorial levels in Colombia.
