This document analyzes the educational goals set by the 96 Certified Territorial Entities (ETC) in their 2020-2023 Territorial Development Plans (PDT). It categorizes 4,363 goals into 11 main approaches, such as access, retention, and educational quality, among others. It highlights that 48% of the goals focus on ensuring access and retention of students, while only 11% are directly related to educational quality. Although the decentralization of the education system could close information gaps between local governments and citizens’ needs, it is observed that the distribution of territorial efforts does not always align with the educational conditions of the ETCs in the country. The document is structured in four sections: methodology, educational goals of territorial governments, progress of educational goals in 2020, and political reflections.
