Challenges of educational management in 2021: perspective of the secretaries of education

This paper addresses the new challenges that have arisen in the education sector as a result of the COVID-19 pandemic. In the context of educational decentralization in Colombia, education secretariats play a fundamental role in the implementation of alternation models to mitigate the negative impacts of school closures and isolation measures on children and adolescents. The Observatory of Educational Management of the ExE Foundation has been investigating the perceptions of territorial entities during this period, and during January and early February 2021 a survey was carried out for certified territorial entities. The key themes of the survey included alternation processes, priority plans and actions for the current year, territorial goals for the education sector, and specific challenges of education management.
