Judgment T-304 of 2022 affirmed that, according to the 1991 Political Constitution of Colombia, both Colombians and foreigners have the same civil rights. Consequently, it considered that it would be contrary to due process for the authorities to require documents other than those established in the regulations to access State services, and in particular, it ordered the Ministry of National Education (MEN) to accept an expired Venezuelan passport as an identification document for the recognition of a higher education degree.
